Who's the guy in the back that looks straight out of the 1950s?

The picture's intriguing to me as well.  If I had to guess, I'd put
the year anywhere between 1987-1992, based on Plant's hair and
bracelets... but of course I couldn't say for sure.  Does anyone think
it's earlier than that?
