I am not sure what those o's are.   If you are referring to the o's in the 
first  measure that are on the A and B strings I don't know if that is really a 
rest or a typo.
 
What Cosmic is refering to is correct for the rest of the song (i.e. the O's on 
the E string), that would be an open string played, but if you were referring 
to the o's in the first measure I am not sure what the auther is meaning.  
 
Always loved the live versions for the F# Dorian mode solo

I believe the 0 means unfretted and played "open", whereas the numbers
on each string indicate the fret position.
