Upon the third violation of the same policy by the same Member, the
process for selecting "crisis members" will begin. Once the Committee
consists of 7 members, the Committee has 48 hours to discuss and vote on
sanctions. All discussion and voting will be conducted in open forum on
the administrative mailing list. The results of votes will also be posted
to the regular mailing list.

To enact sanctions, at least 4 members of the Committee must vote in favor
of the proposed sanctions.

If the Committee fails to reach a decision within 48 hours, no action is
taken.

If the Committee fails to accumulate 4 votes for sanctions, no action is
taken.

If a vote for sanctions passes, the Committee will post the results of the
vote to the regular mailing list, instruct the List Administrator to carry
out the sanctions, and release the 4 crisis members from the Committee.

Any Member affected by these sanctions has one week to appeal. The appeal
process is initiated by contacting the List Administrator, who will inform
the Committee of the appeal and select new crisis members. The Committee
will then proceed as it would after a third violation.

In the event of a failed vote for sanctions, the Committee will treat all
futher violations as 3rd offenses (subject to a vote for sanctions) until
the term of the last static member involved in that vote is over (no more
than 4 months), at which point further violations are considered the 1st.

Only one appeal per sanction is allowed. Only the target of a sanction can
appeal the decision.

Specific sanctions are not mandated by this document, but may include
suspension of posting privileges, suspension from the list, and expulsion
from the list. Three guidelines should be adhered to: the sanctions should
be as minimal as deemed appropriate (expulsion should not be considered
except in the most extreme cases), reconciliation (rather than punishment)
should be the goal of all sanctions, and no sanctions should involve prior
restraint on the content of any future posts.

Everyone is eligible, however I am more likely to select committee members
that are known to me, rather than people that I have never heard of.
