I think its more a matter of do you invest X$ to get back a return of 5% or 
do you invest X$ to get a return of 10%.  Given the choice a company will 
choose the greater return.  Funds are finite and thus have to be used in 
whatever way will generate the highest return per $ invested.  Of course 
Atlantic would love to make 5% as 5% is better than 0% however funds are 
limited and there are better investments out there.
