Encoding Mpeg-2 help please NZC

I need some serious help here.  I would like to start dvd burning, however I
am researching the proper equipment for encoding the mpeg-2. I will be going
from analog (vcr) to the computer. I would like something as cheap as
possible, at the same time I realize you get what you pay for usually.  I
don't want something that will waste my money by encoding the quality of
mpeg-1 instead of mpeg-2. I run a 950 mhz amd thunderbird prosessor with 200
fsb. 256 megs of ram. Please any and all help would be nice. Please respond
privately.
