Never?  I sent him some blanks and he sent me a copy
of 4-28-77.

Logically then, you are wrong to say "never."

As far as I understand, and this problem preceeded my
time on the list, he was sent a large quantity of
analog tapes and was supposed to produce something
uncirculated, I forget which show.

That no one brings that up, just the notion that he
will steal everything he can through mail, shows that
he has stayed around longer than his original
detractors.  The cautioning lives on...
