It means he's ripping off Robert Johnson yet again.  :)  You're right though,
it is a weird phrase.  My guess is your first option.  That Central Park show
is a good one, isn't it?  Very cool show.  The "How Many More Times" is hot. 
Their early festival-type shows were usually pretty good.
