Hmmm, good answer, but consider the following: 

1)  If we are talking about mailing letters, then LA could be Louisiana;
however, LA, California could also be used and certainly get to Los Angeles
via of the post office. I see a 50/50 chance here that its Louisiana. But when
one speaks of Louisiana, he would never say LA to mean Louisiana. And of
course, everyone knows when LA is spoken, it means Los Angeles.

2)  In context of the song, I think LA is definitely Los Angeles. Take for
instance the line 'painted lady in the CITY of lies'. And if Robert is
speaking of a groupies , then in all probabitlity, he is referring to Los
Angeles, a groupie haven.

My conclusion is that LA is speaking of Los Angeles, not Louisiana.
